Dear All:
Please check a Family Preparedness PSA for television, prepared in Creole for Haiti together with the MARNDR (Ministry of Agriculture of Haiti). the MINUSTAH also distributed this in the country and through their own Public Awareness.
Later on and for Latin América, the Warner Channel/LA by cable posted it and we translated it and zinc-ed it to Caribbean and American English accents respectively; a couple of Latin American Spanish accents, and Portuguese for Brazil.

We hired one of the best communications company (Publigestion) in PAP to measure penetration, understanding, attitudes and possible future behavioural change through focus groups. Results were positive and will be posted here tomorrow.
Regards,
As promised:
I hope you were able to check the links to the TV PSAs shared before.
I recommend the document attached
Regards,
Awareness of ARCH Campaign Messages and Work Field:
Six (6) participants out of ten (10) knew about the awareness campaign of ARCH.
Five (5) participants out of eight (8) knew about the awareness campaign of ARCH, during the third focus group, representing 62.50%.
Three (3) participants out of ten (10), of the second focus group saw the televised spots, 30%.
Four (4) participants out of eight (8), of the third focus group have seen the televised spots, 50%.
Four (4) participants out of ten (10), of the second focus group have heard the radio spots, 40%.

Three (3) participants out of ten (10), of the second focus group have heard or seen an interview of the veterinarian Dr. Thomas, 30%.
Three (3) participants out of eight (8), of the third focus group have heard or seen an interview of the veterinarian Dr. Thomas, 37.50%.
Three (3) participants out of ten (10), of the second focus group have received the visit of an vet agent, 30%.
Three (3) participants out of eight (8), of the third focus group have received the visit of a vet agent, 37.50%.
Results of the third and last focus group are better than the second focus group results. This shows the efficiency of the awareness campaign of ARCH.
Finally, these PSAs ran for approx. 3.5 months in PaP; locals thought it was great to hear a dog talk in Creole, while the family made a Family Preparedness Plan, which included their pet and backyard animals!
We are now in the process of developing communication materials to be used DURING emergencies, to avoid losing surviving animals in the hands of secondary infections, cuts in debris, or contaminated fodder or water, all as part of the food availability and livelihood protection concepts, as well as the stress of losing one´s pets.

Two case example or lessons learn of PSA usage with two different intentions:
1.) - HAITI/PREPAREDNESS ATTITUDES AFTER THE EMERGENCY:, but it requires large amounts of exposure and time (which mean large amounts of resources as well) which is not always within reach.
The vehicle used after the earthquake of 2010 (PSAs for TV/radio) was family preparedness, a massive, attractive and simple attention-catcher, very well received.
Change in behaviour is possible
2.) - CENTRAL AMERICA/IMMEDIATE REACTION DURING THE EMERGENCY:
The vehicle used during the flooding of Guatemala were rescue & relief radio PSAs during the last flooding/storm emergency in 2011.
Concrete tips besides the TV PSA are the right idea, to offer people practical ideas of what to do DURING an emergency. It requires high amounts of exposure in short period of times (INTENSITY). Also, messages through cell phones emerged as a new idea to use. to the emergency, is not a problem.
The audience would usually show a short memory span about these messages (RETENTION), which for the sake of promoting an
High amount of exposure during short periods of time in radio, for example, do not require high amounts of resources. We still need to develop more experience with the metrics of this, plus the using of TV cell phones and social media.

No. H06-S01-flood alert
It has issued a flood warning in (city / country). If your home is in the flood zone, there may be shortages of drinking water. To prepare, fill plastic bottles with water. Fill bathtubs and sinks with water to meet their other needs.
No. H06-Warning of possible flood-S01
It has issued a warning of possible flooding in (city / country). Be prepared to go to higher ground. Do not walk, swim or drive through the flood. Two feet of water carries the majority of moving vehicles, including SUVs and pickup trucks. The authorities will be notified by telephone on the safest escape route, if it becomes necessary to evacuate.
No. H06-Warning of possible flood-S01
It has issued a warning of possible flooding in (city / country). If you live in an area prone to flooding, move all valuables to higher levels. Disconnect utilities. Close the valve on the propane tanks. Unplug small appliances. For more information, watch for your phone.
UNIFIED MESSAGE (proposed) Silvia Diaz cepred@gmail.com

Observation
The message will allow prevention and family organization. Have the opportunity to protect your belongings of value, including documentation, and the possible trabajao asergurar lifeguard (services).
Have timely information to plan a possible evacuation.
please, tell me if you received all my work, and opinion about point number 4. Thanks.
Item 4> Comment.
Consider it important to include in a single message addressed to the family, information on the needs of people with disabilities, and pets, if that had.
Highlighting them basic actions, shifting to specific guidelines in case you want further on prevention and response of these prsonas, according to type of disability.
Also in case of pets, according to characteristics of residential areas, as they are not the same type of pet you can have in Argentina, or Australia for example.
I think the problem be repeated solicitarls atentoa their phones, as they usually according Zons, or countries, the phones are among the first to stop working, like services, and in case of cell phones, also have multiple problems. Should be determined or other communication link between population and its authorities, or officials of EOC, Police or Army.

POINT 4 > comment / Silvia Diaz
In the case of information, alert or alarm messages < think that should be first word or sound/according to the environment or which are disseminated /, a word that call the attention of the listener, Viewer or reader.
Considered this as usually, people begin to pay attention to the message, when they hear some keywords, such as flood, evacuation, alarms, etc., mostly they are distracted on other things, or with his mind in several thoughts.
This makes it essential to get your attention, since the beginning of the message, even with words or sounds, or figures that are not usual, and requiring to instinctively, by percepcio, to get all the attention in this diffusion.
In communication, are taught to students that there are hooks or resources, so that the listener, radio or tv, immediate attention and put your senses in the message (e.g. > before you read, or have something, the Communicator saying things like, listen well what can I say, or what is going to listen to or watch is important), or attention, or have something to contarle…
In Haiti, the cell phone system was one of the first things recovered
1. The 3 most important messages for Assessment and Planning are:
1.1- #H06-F2-S02, 04 Determine your flood risks
Determine your flood risks. Find out the elevation of your buildings, if local streams or rivers flood easily and if you are located in a flood plain
Find out the elevation above flood stage of your home, outbuildings, and pastures or corral. Knowing the elevation of your property in relation to nearby streams and dams will let you know if forecasted flood levels will affect your home.
If your home is especially vulnerable, consider relocation.
Comments:This messaje is particularly interesting for the comunity of Fonds-Verrettes with which I am currently working on disaster risk mitigation policies. All habitats are not at the same level of risk. it will be the owner to determine his level of flood risk and to take the best decision
1.2- #H06-F2-S02, S04, S08 Keep valuables paper, equipment and feed stocks up high
Keep valuables high up.
Keep important papers and equipment above ground. Knowing the terrain, the water sources, the catchment area and its weather patterns will help to understand river floods.
Keep electrical devices on supports 20 cm high. Keep crops and animal feed 1m high
Comment:This message is especially useful in poor communities where ther is no archive for peasants to find important documents.
In the farming community (self-consumption's agriculture ) of Fonds-Verrettes, the loss is even greater when after a disaster, farmers lose their crops and livestock, increasing the level of food insecurity.
1.3- #H08-F2-S15 Consider and plan transportation for evacuation
Consider your transportation options in case you have to evacuate.
If you do not own or drive a car, ask your local emergency manager about plans for people without private vehicles.
Comments: This aspect is largely neglected by the people of the community of Fonds-Verrettes, there is no escape route. It will be important for each population of an area at risk to identify evacuation road.
2. The 3 most important messages for Physical Protection are :
2.1- #H08-F2-S02/S06/08 Keep trees and shrubbery trimmed
Keep trees and shrubbery trimmed.
Remove branches and small trees that may fall on the house.
This will prevent limbs from flying around during a storm.
Comments:
many losses are incurred during the hurricanes .... trees falling on houses killing women and children. Trimming is a preventive mitigate this risk.
2.2-
#H08-F3-S06 Inspect your roof
Inspect your roof at the start of the hurricane season and make repairs as needed.
Comments: house of the poorest farmers usually have the roof in poor condition and can cause lost of human life when the structure is not maintained. Repair before the rainy periods are used to mitigate risks.
2.3- #H06-F3-S02 Build with flooding in mind
Build with flooding in mind.
Comments: Prevention is and remains the most important in the management of disasters. this message allows people to assess risk levels before any construction which will avoid the loss of human life.
Unlearning Platform / / harmonized messages

Item 4> OPINION If we speak of graphic material, are fully identified, the two groups mentioned (adult and minor children), \ there is virtually no information resources for intermediate age groups. Similarly, when given material, mostly, with few exceptions, is material to share with adults in your extension (read less), design (with a few drawings), and its terminology (words used by adults (.
TEENS
In my experience working on Education for Disaster Prevention and Response, the messages are defined in this order public
So I think it is of great importance also identify the needs and characteristics of the target audience (tweens and teens), to carry out work as consciousness, with greater chance of success and empowerment, taking into account the characteristics of these ages, are leaders born transmitters or between their own group (peers and their environment). /

Unlearning Platform / / harmonized messages
Dear forumers, after an evaluation of the material under analysis, arise in my experience, the following items on the topic of messages and information that should be reviewed or included in the technical discussion, and share them with you.
POINT 4 / harmonized messages
Persons with Disabilities (blind and deaf)
This group of people, regardless of age, has no specific graphic material, (Braille and / or recorded for example), at least in America, allowing us to develop programs and plans for prevention and information, including actions for drills I believe that in these groups of people, messages must work with greater intensity in school and at home, since it is very difficult, working with the media, their characteristics (disability), not forgetting to adapt all material to the characteristics of various disabilities and the use of human senses and own special way.
////////////////////////////////////////////////// ///////////////////////////////////////////
POINT 4 /
SENIORS, SENIORS, SENIORS WITH DISABILITIES
Emotional support> I consider of great importance, included in the plans and programs and information dissemination in the different stages, clear guidelines, with specific phrase and Examples, which serves LIABLE FOR OLDER ADULTS, AND TREATMENT FOR EXPLANATION of this social group BEFORE AND AFTER A DISASTER.
In emergency situations or disasters, experience has shown that adults or those in charge of the elderly or older adults do not consider the physical, mental or thereof imparting upon an order, directive or order some action, not taking account of the difference in reaction times both physically and mentally O PISCOLOGICAS, THUS INCREASING THE STATE OF STRESS TO LIVE AS A RESULT OF DISASTER OR CRISIS, which will impact also on the time and quality of post recovery / disaster on a personal level and with their environment, due to its high vulnerability (physical, mental, emotional, etc.).

3. The 3 most important messages for Response (Skills and Provision)are:
3.1- #H06-F4-S08 Flood – Early evacuation
At the earliest possible moment when you know or suspect that floodwater is coming your way, move to higher ground. Once the flood is in view, you will almost certainly not be able to outrun the moving water that usually flows at 6 to 12 miles per hour.
Comments:
During the rainy season, people living in areas at risk remain constantly alert and even during the night to assess the level of risk (observation of the rising water, noise ...) but often they wait until the last minute to decide to leave the area. To assess levels of risk, people will get near water and are often surprised to be surrounded by streams from the watershed.
3.2- #H06-F4-S02, S04 Maintain reserves of water and food.
Comments:In remote areas the opportunity to receive humanitarian aid is weak, they need to have stock of food and water in order to meet the needs of the early days after disaster
3.3- #H06-F4-S02, S04 After: Purify water
Comments: The poor often do not take into account the quality of drinking water after floods. These waters often carry dead animals and humans, which increases the rate of outbreaks after floods. The issue of awareness on water quality is particularly important.
Hi friends we will make comments to each of you
Gerardo: thank you so much for exposing the experience of WSPA it is really interesting and helpful. The harmonized messages in family preparedness have various messages that go directly to inform on the protection of animals. Please we will like you to revised them and tell us what you think about them .The idea is to have the input to make them better. Later on we will produce a document on this. Here attach, we include a small document only with these messages. Regards!!!
Hi Silvia! Excellent insides. Specially in the themes of people with disabilities. We are sending them over to Marla Petal who is integrating the inputs. THank you again!!!
Pierre!! Great We have your inputs too!!!!! Any comments or questions from Marla we will let you know!
ok, Thanks for all!!! and congratulation
ok, Thanks for all!!! and congratulation
With pleasure!
Please find attached my comments. I also suggest to consider messages for rural settlings and focused on backyard animals (hens, pigs, cattle) and working animals such as horses, as these may well be playing an important role in food security and livelihoods.
My problem with many messages is that in our focus groups and evaluations, people can not remember more than a couple, so our approach is now to concentrate on baseline resilience: vaccinations, baseline welfare and shape and ID.
There is a new segment of messages under development, and to avoid secondary injuries and infections...more soon!
Regards,
